What is being consulted on
This is a joint consultation. Hampshire County Council and Winchester City Council
are seeking residents’ and stakeholders’ views on travel and transport constraints
within Winchester, and how these might be addressed to improve movement
throughout the City.

The consultation seeks to clarify the key priorities for movement across the City and
to gather ideas for how these priorities could be addressed.”

Consultation feedback will help to inform a new Movement Strategy for Winchester,
which will set out priorities and options for change over the next 20-30 years.

Key messages:

This is an early stage consultation. Currently, nothing has been decided and the
suggested priorities and examples within the Information Pack are primarily
included to provide a context for responses. Depending on the outcomes of the
consultation and other evidence gathered during this part of the development
process, they may or may not be taken forwards.

This strategy has the potential to impact on everyone who lives in, works in, visits
or passes through Winchester, whether travelling by car, or public transport, on
bike or by foot. Therefore, it’s important that everyone’s voices are heard.

We are aware that the challenges and constraints are potentially difficult to
resolve, but having a robust and widely supported Strategy will help inform local
authority decisions and support future funding bids that could enable significant
infrastructure improvements.

We would encourage everyone to read the Information Pack before submitting
their response.

Methodology

A range of consultation exercises will be carried out to ensure that all residents and
stakeholders have the opportunity to tell us their views. We expect calls to primarily
relate to the open public consultation, but you may receive occasional queries about
the other two parts.

Open Public Consultation
This part of the process is open to everyone. All information can be found online at:

People should be encouraged to submit their feedback via the consultation
Response Form, which can also be found on these pages.
If people aren’t able to respond online, they can request a paper copy Response

The Information Pack and Response Form can also be made available in other
formats, such as Braille, audit, Easy Read or large print; again on request as detailed

Telephone Survey

This part of the consultation is by invitation only. Winchester residents will be chosen
at random to share their views in a telephone survey aiming to ensure a
representative sample of local people. The survey will be conducted by independent
consultants Atkins, Hampshire County Council’s Strategic Partner, during late
October and November 2017.

Stakeholder Events
This part of the consultation is by invitation only. Stakeholder workshops will be held
to hear and understand the views of delivery partners, local interest groups and
elected Members of Hampshire County Council and Winchester City Council as part
of this consultation.

Following the consultation
A summary of the responses to this consultation and the analysis will be made
available to the public on the www.hants.gov.uk/winchestermovementstrategy
website.

Once results are collated and considered, a draft movement strategy will be
developed. This will be subject to a further round of consultation in 2018.

Advice regarding Nottingham Knockers

It has been bought to our attention that a group historically known as ‘Nottingham Knockers’ are operating in the Winchester area. They are normally ex-offenders who claim that they are working with a pedlars certificate. Essentially they work to a gang master who will bring a group to a specific area and drop off. The individuals then go off selling door to door before getting picked up and taken to another area. While there are periodically allegations of abusive behaviour by those selling at the door if a householder refuses to buy goods, these incidents are the exception rather than the norm.

The advice is not to open the door to strangers or buy or sell on the doorstep. If a householder is abused or threatened on their own doorstep then they should be calling the police, 101 or 999 if they feel particularly vulnerable by the intimidating behaviour.

Hampshire Highways Changes

Hampshire Highways Changes August 2017

New Contractor

Hampshire County Council announced in March 2017 that, with effect from 1 August 2017, Skanska will be providing highway maintenance services across the County, replacing the current contractor Amey.

The council has advised that mobilising a contract the size of Hampshire’s is a very big undertaking. It involves, amongst other things, transferring a large number of the workforce from Amey to the new contractor, Skanska.

This may lead to some disruption in the service during the initial period of transition.

National Plant Monitoring Scheme

The third season of the National Plant Monitoring Scheme is well underway with volunteers up and down the country going out to visit their squares. A huge thank you to everyone who helped to promote the NPMS over the past two years, we now have over 1100 volunteers taking part as well as a network of 20 NPMS Mentors. Lots of our volunteers report having heard about the scheme via their parish council so we are very grateful for your hard work.

There are still lots of squares available for surveying so we would be hugely grateful if you can use your communication channels to promote the scheme again. We particularly need to promote the scheme in remote areas, so if you know any groups that like to spend time in remote places then please do pass the message on.

A reminder of who we are and what we need:

This scheme is a partnership between Botanical Society of Britain and Ireland (BSBI); JNCC; Centre for Ecology and Hydrology (CEH) and Plantlife and is backed by the government. The scheme will recruit and support volunteers to survey 5 plots in a kilometre square close to where they live. The plots will be surveyed twice a year. The kilometre squares to monitor have been identified by stratified random sampling. The plants have been chosen as indicators of the health of individual habitats. There are 3 levels volunteers can participate at depending on confidence and knowledge and support will be provided both through training; web and telephone.

Roadworks Andover Road/Park Road – 14 June to 10 July 2017

Roadworks scheduled on Andover Road/Park Road from 14 June to 10 July 2017.

The works are necessary to facilitate the installation of a new water main connection into the Kings Barton development.

The details of the works are as follows:

· Works starting Wednesday 14th June, expected to be completed on 10th July

· Park Rd will be closed from 14th June until 24th June

· Andover Road will have traffic management deployed from 14th June until 10th July

· During the works, 1No lane of Andover Rd will be closed off when works are taking place, but the road itself will remain open and traffic flow will be maintained by using two way temporary traffic signals

· During peak hours, i.e. 0630-0930hrs and 1600-1830hrs there will be no traffic management in Andover Rd and it will be fully open (i.e., both lanes open as normal). Works and Traffic Management will be undertaken outwith peak hours.

Peter Symonds College and Henry Beaufort School have been notified about the works – the works coincide with exams so we wanted to let pupils know to allow extra travel time where necessary.

Operation Resilience – W720 – Littleton Lane

Operation Resilience – W720 – Littleton Lane, Littleton – Advance Scheme Notification – Haunching

Following on from the haunching works that were carried out last year, some minor remedial works on Littleton Lane from Church Road to Stud Lane are now required. I would like to reassure you that the costs to carry out these works will be paid for by the contractor.

The works are programmed to start on 11 April 2017 and are expected to last for 2 working days. In order to undertake the works safely it will be necessary to close the road during which time access for residents and businesses will be limited.

Information signs advising road users of the works will be erected approximately 1 weeks before the start of works. A letter will be sent to local residents and an email will be sent to Crawley, Littleton and Harestock Parish Council, to advise them accordingly.

Traveller Local Plan – Initial Consultation

Winchester City Council has commenced preparation of its traveller site allocations local plan, following completion of two key pieces of evidence during 2016 – a Gypsy and Traveller Accommodation Needs Assessment undertaken by Opinion Research Services and an initial site assessment undertaken by Peter Brett Associates. The Council has started work on its Gypsy and Traveller Site Allocations Development Plan Document (DPD) which will allocate sites as necessary to meet identified …

Two calls for sites have not revealed any new sites and the Council is therefore looking at all options to be able to respond to the identified accommodation needs of travellers which are :-15 pitches for  gypsies and travellers and 24 plots for travelling showpersons, in the period 2016 – 2031.

The Council has therefore devised a short consultation to seek views from a variety of sources to aid its consideration of the options available and to explore if other alternatives exist which have not previously been identified.
