Speed Indicator Device (SID)
The Parish Council is pleased to announce its new Speed Camera is now in operation with the first placement on Harestock Road, near Hickory Drive. This camera replaces the shared Speed Limit Reminder (SLR) Sign that was shared between three other Parish Council’s which meant that the five placements in Littleton and Harestock were not visited often enough. The council have revised the license with Hampshire County Council and there are now five placements located in Harestock, and three in Littleton. The camera will be placed for two weeks at each one on a rotational basis.
Here is the Camera placement cycle:

Vacancies for Parish Councillors
There are two long-standing vacancies on the Littleton & Harestock Parish Council caused by councillor resignations in October 2020.
Parish Councillors are unpaid elected (or co-opted) representatives. As a Parish Councillor you will meet new people, become part of a team, and you will have the opportunity to gain new knowledge. Most important of all, you will be helping to make a difference to our local community in Littleton and Harestock.
Parish Council Functions
The National Association of Local Councils (NALC) refers to Parish councillors as “the champions of their community who invest time in local projects and issues to the benefit of residents and the neighbourhood”.
Littleton and Harestock Parish Council maintains the Bradley Rd playground, and Littleton Recreation Ground with its sports facilities, playground, and adult gym equipment. Additionally, we rent the Harestock football field from the MOD for use by local football teams and Harestock residents.
The Parish Council maintains, on behalf of Hampshire County Council, the Littleton pond, and the small wooded open space opposite the pond. We also own the Bronze Age burial site (Tumulus field) in Littleton which is under the guardianship of English Heritage.
The Parish Council review all planning applications in Littleton and Harestock and provide input to the Winchester City Council planning officers. We also work with Winchester City Council, Hampshire County Council and the Hampshire constabulary on local matters including crime and disorder, local transport, highways and many other issues.
Recent Parish Council Achievements
Over the past year the Parish Council has made great strides to adopt modern technology to engage with the community and deliver online Parish Council meetings. We now have over 230 subscribers to our eNewsletter, and our new website has been visited over 550 times in the last 30 days.
We have been very active in responding to local planning issues including the planning applications for two waste recycling plants, and the emerging plans for the Sir John Moore Barracks. In a year which has been challenging for many, the council has responded rapidly to changing Covid-19 regulations for playgrounds, outdoor facilities and the use of Parish Council buildings.
Joining the Parish Council
If you are interested in joining the council please contact the Clerk at clerk@lhpc.org.uk.
We would be particularly pleased to receive applications from parishioners in Harestock to ensure that matters of concern to Harestock residents can be fully represented on the council.
