New Children’s playground signs in Littleton and Harestock

Two playground signs designed by local children in Winchester were unveiled at Harestock Playground in Bradley Road on Wednesday the 3rd of October.

Niamh Gregory (aged 11 at the time of the competition) who was the winner and Bethany Alexander (who was 5 ) and was the runner up, entered a competition that was organised by Littleton and Harestock Parish Council in conjunction with the Littleton and Harestock Show. Entrants were asked to design a poster to encourage children to take care of the playgrounds and both girls created lovely playground scenes with beautiful bright colours.

Their original art work was scaled up to create two very striking and colourful permanent signs, which have been placed in both the Harestock and Littleton Playgrounds. The signs are an instructive and fun way to communicate a useful message to other children who use the playgrounds.

Members of the Parish Council, Niamh and Bethany and their parents gathered at the playground last Wednesday. Hilary Saunders from the Parish Council congratulated them both on their success and thanked them for taking part in the community event. They both received certificates featuring photographs of their designs as well as a “goody bag” or artist’s materials to encourage them to continue with their artistic endeavours.

Welcome to Lisa Fielding, Parish Clerk

Christopher Tee has now retired as Littleton and Harestock Parish Clerk after 7 years of sterling work supporting the Parish Council. He retired on the 28th September following a presentation and reception to which all his friends, dog walkers, playgroup children and councillors came to wish him farewell and good wishes for his retirement.

The new clerk, Lisa Fielding, was recruited in early September and is a resident of Littleton. Her early career was in Software Engineering with Philips Semiconductors, where she progressed to Project Management and subsequently Line Management. More recently she has been a Development Manager for Springboard Employment and Training Group, and a committee member of the Littleton and Harestock Show. The Parish Office will be open 9-12:30 Monday to Fridays if you would like to meet her or have any matters you’d like to discuss.

Bench in Memory of Littleton Resident Alan Brookes

A Memorial bench was unveiled in Littleton Recreation Ground on Friday afternoon in honour of Alan Brookes who was a very active member of the village community and had been the chairman of the Littleton and Harestock Show Committee.

Family and friends of Alan gathered to celebrate the dedication of the bench in his memory. The oak bench was purchased by Littleton and Harestock Parish Council from the charitable funds awarded to it by the Show Committee from the proceeds of the show in 2017. The engraving of the various names by which Alan was known – Alan, Dad & Granfa – was chosen by his family, and placed beneath a plaque from the Parish Council and the Show Committee.

The bench, which has been placed in view of the cricket pitch in the recreation ground, will serve as a lasting tribute to Alan who lived in Littleton. He loved this open space as well as the many community activities hosted here.

The event took place on a pleasant sunny afternoon on the eve of this year’s show, attended by his widow Rose, his children and grandchildren, some of his nieces and nephews, and many of his friends.

The current chairman of the Show Committee Tony Ormston opened proceedings with a welcome and warm words about Alan’s immense contribution to the show over the years. Mrs Brookes replied, thanking all concerned for the beautiful bench. Patrick Cunningham, representing the Parish Council, thanked everyone for attending and guests were invited to tea in the pavilion.

Annual reminder for Riparian owners to carry out maintenance

This is the time of year when we need to think about the state of Hampshire’s land drainage network. As the rain begins in earnest and leaves begin to fall, all riparian owners (those who have watercourses on or bordering their properties) across Hampshire, and beyond, should be looking at the state of their drainage ditches, pipes, culverts and other watercourses to ensure there is unobstructed conveyance of rain water and a reduced risk of localised flooding.

Please find attached a poster detailing what responsibilities riparian owners have and guidance on how to undertake this maintenance to reduce flooding from surface water after a rain event.

A303 Norton (Hampshire) – Safety Barrier Replacement

Kier Highways, on behalf of Highways England, will be carrying out essential maintenance work to replace corroded sections of the safety barrier along the verge of the A303 eastbound carriageway near Norton, to ensure the network remains in a safe and serviceable condition.

The work is currently scheduled to start on Wednesday 1 August 2018 and is due to be completed by Saturday 18 August 2018 (Monday to Friday only).

For the safety of our workforce and customers, we will be closing the A303 eastbound carriageway overnight (between 9pm and 6am) from the A34 (Bullington Cross) to the Overton/Micheldever junction.  A clearly signed diversion will be in place via the A34 towards Winchester, then north on the A33.

Please be aware that these works have been carefully programmed but are subject to change due to weather conditions or unforeseen circumstances – please check the yellow signs placed in advance at the junction for confirmation of the closures dates/timings.

Littleton & Harestock is a medium size Parish with 11 councillors who meet on the first Monday of every month. We are looking for someone with excellent administration and communication skills, computer literate, an understanding and respect for the responsibilities of a Parish Council, and experience of budget control and monitoring, to fill the role of Parish Clerk and Responsible Financial Officer. Ideally applicants will hold the Certificate in Local Council Administration (CilCA) or be working towards this qualification. The range of Parish Clerk duties include: • Organising and attending evening council meetings • Drafting and circulating the agenda • Taking and producing minutes of meetings • Monitoring and (when required) completing the identified actions and decisions of the Council, • Dealing with all correspondence, including emails received. Financial responsibilities include • Preparing and producing monthly spreadsheet payment and receipt activity and bank reconciliation statements • Paying invoices in a timely manner (either via internet banking or cheque as required) • Advising Councillors on annual budget preparation • Producing all relevant financial documentation required for annual internal and external audit •Ensuring all transactions are completed in accordance with the Parish Council’s Financial Regulations. The post is part time 17.5 hours per week (subject to change), working from the Parish Office at Littleton, including attendance at once monthly evening meetings which are held in rotation between Littleton and Harestock. The successful candidate’s salary will be based on skills and experience, and will fall within RJC SCP grades 24 to 28, which is £22,401 to £25,463 full-time equivalent (equating to £11.61 to £13.20 per hour) on Scale SC2, depending on experience (Pro Rata).. The current Clerk is to leave the post by the 30 September 2018 and it is envisaged it would be advantageous to have a 2 – 3 week handover so a start date of 3 September 2018 would be ideal.

The Parish Council is pleased to announce that it has had shelving built and installed inside the red telephone kiosk in Littleton so that it can be used as a free lending library for everyone.

We hope you make use of this to donate and exchange books.

Polite notice -Corporal’s Mess summer party 23rd July 2018

A function which will be taking place on Saturday 23rd July from 19:00-23:59hrs. The function will be the annual Corporal’s Mess summer party and will include live music and a DJ. This will mean that unfortunately there may be a little more noise than would usually be expected from the confines of the camp gates.

The music will cease no later than the time specified above and will only be of good summer festival taste.

Community Governance Review – Littleton and Harestock

Winchester City Council is consulting local people on options to change the current parish council arrangements for Littleton & Harestock.  This will aim to best meet the needs of local people to manage affairs in the areas where they live.

Why We Are Consulting

The Littleton & Harestock Parish Council has a long history of overseeing local affairs and developing and maintaining a number of important community facilities. During this time, the nature of the area has changed significantly with Harestock being developed into a suburb of Winchester whilst Littleton has remained more rural in character.

Consequently, there is now a position whereby although the residents of Harestock provide the majority of the Parish Council’s funding, most of the facilities are in Littleton. The Parish Council has expressed concern that this is unfair.

For these reasons, the Parish Council has petitioned Winchester City Council to request that a Community Governance Review be undertaken with a view to two separate Parish Councils being formed.

Following an initial assessment, Winchester City Council is presenting three possible options for local people to consider which are described overleaf.

Each could satisfy the essential criteria set by the relevant legislation, reflect the identities and interests of the local communities’ and be effective and convenient.
