APPLICATIONS SOUGHT FOR CLERK/RESPONSIBLE FINANCE OFFICER

Littleton & Harestock is a medium size Parish with 11 councillors who meet on the first Monday of every month. We are looking for someone with excellent administration and communication skills, computer literate, an understanding and respect for the responsibilities of a Parish Council, and experience of budget control and monitoring, to fill the role of Parish Clerk and Responsible Financial Officer. Ideally applicants will hold the Certificate in Local Council Administration (CilCA) or be working towards this qualification. The range of Parish Clerk duties include: • Organising and attending evening council meetings • Drafting and circulating the agenda • Taking and producing minutes of meetings • Monitoring and (when required) completing the identified actions and decisions of the Council, • Dealing with all correspondence, including emails received. Financial responsibilities include • Preparing and producing monthly spreadsheet payment and receipt activity and bank reconciliation statements • Paying invoices in a timely manner (either via internet banking or cheque as required) • Advising Councillors on annual budget preparation • Producing all relevant financial documentation required for annual internal and external audit •Ensuring all transactions are completed in accordance with the Parish Council’s Financial Regulations. The post is part time 17.5 hours per week (subject to change), working from the Parish Office at Littleton, including attendance at once monthly evening meetings which are held in rotation between Littleton and Harestock. The successful candidate’s salary will be based on skills and experience, and will fall within RJC SCP grades 24 to 28, which is £22,401 to £25,463 full-time equivalent (equating to £11.61 to £13.20 per hour) on Scale SC2, depending on experience (Pro Rata).. The current Clerk is to leave the post by the 30 September 2018 and it is envisaged it would be advantageous to have a 2 – 3 week handover so a start date of 3 September 2018 would be ideal.
